Should I dump my sorta boy friend?

okay well he's kinda of my bf. but he's like two years older than me and in highschool. he hasn't called me or anything for like almost a year. I don't know if he's just using me or what. but I met him at camp and he asked me out. I told him that we couldn't be together because my parents said I had to wait till I'm 16 and he said he'll wait. what should I do cause it seems like he doesn't want to talk to me cause he hasn't talked to me for lke almost a year, I'll see him at camp like in two months though....should I just forget about him, or what?
