Martha Washington candy is gooey...?

I am attempting to make Martha Washington candy . I mixed it up according to recipe, refridgerated it, then when I went to drop teaspoons so I can put toothpicks in and dip in chocolate, the are just gooey, no form and can't pick it up to dip in the chocolate! What did I do wrong and how can I get it to stay in ball form so I can dip in chocolate?
