Why are the state governments working so hard to disenfranchise their voters?
You don't quite have that correct. The NPV (National Public Vote) says that the electoral votes will be given to the person that garners the most popular votes in the country (not the biggest states). While this would seem to indicate that the bigger states have more "pull" it means even moreso that 1 person's vote is equal to everyone else's vote. As it stands now, the vote of a person in a smaller state could be considered more important that the vote of a person in a larger state since it is a larger proportion of the total vote from that state (in RI, for example, your vote might be 1 in a 100,000 while in Cali, you vote might be 1 in 2 million). Basically, this is an end-around of the electoral college to get popular vote instituted, so it now comes down to whether you believe that the winner of the Presidency should be the person with the most votes or the most electoral college votes.
